Sweden has too many inmates. Estonia has hundreds of empty prison cells. Now the two countries are considering a deal where Swedish inmates could stay in Estonia prison for a fee – and Sweden would still save money. While both countries have yet to approve the idea, the proposal highlights the growing problem of prison overcrowding, which affects a third of European countries.
