EU chief Ursula von der Leyen says the bloc still hopes for a negotiated solution to the expected imposition of sweeping US tariffs this week, but that all instruments are on the table to hit back if need be. "Europe has not started this confrontation," von der Leyen tells a European Parliament session, "but if it is necessary, we have a strong plan to retaliate and we will use it." SOUNDBITE
