Even as Central Texas is still reeling from the devastating floods in early July, the region is now facing another round of flash flooding with a river in Lampasas County reaching over 33 feet in a matter of hours. Meanwhile, new questions are being raised about what more could have been done to warn those in the flood zone. NBC’s Morgan Chesky reports for TODAY.
