Israeli Prime Minister Benjamin Netanyahu said Thursday he would “approve plans” to push ahead with the takeover of Gaza City, even as he restarts negotiations with Hamas aimed at ending the war and returning the remaining hostages.

The wide-scale operation in Gaza City could start within days. Netanyahu is meeting with senior security officials in southern Israel on Thursday.

Israel has faced criticism for the plan, with the head of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) warning that many Palestinians do not have the strength to “undergo a new displacement” due to the unfolding hunger crisis in the enclave.

Many Palestinians have already begun to flee Gaza City in anticipation of the Israeli operation.
