Israel’s far-right Finance Minister Bezalel Smotrich has announced a contentious new settlement construction in the Israeli-occupied West Bank. The plan entails developing the “E1” settlement, which is located east of the so-called pre-1967 Green Line, which is what the international community recognizes as the demarcation between Israel and a future Palestinian state. Human rights groups say the settlement plan would further undercut prospects for a two-state solution. Smotrich says the decision is a reaction to plans announced by several countries to recognize a Palestinian state at the UN General Assembly in September.
