Democrats are struggling to respond to a White House-backed push to redraw Texas’ congressional maps with five new safe GOP seats, which could short-circuit their entire midterm campaign effort, Semafor’s Dave Weigel reports. Also, California Gov. Gavin Newsom has told aides he will move forward with a plan to redraw his state’s congressional lines to install more Democrats if Texas Republicans pass their own updated map, The Texas Tribune reports.
