The chief U.S. negotiator for the original NAFTA agreement, Carla A. Hills, says she ‘can’t believe we’re doing what we’re doing’ as the U.S. president threatens 35 per cent tariffs on Canadian goods on Aug. 1. Hills argues that after a half-century of global prosperity from free trade, the U.S. is ‘tearing that up,’ and that Washington is ‘no longer the house with the light on the hill.… The lights went out.’
