A 90-day funding freeze announced by Donald Trump has cast uncertainty over aid programs worldwide. The measure temporarily halts nearly all U.S. foreign assistance while the administration conducts a review of existing programs. However, officials have since granted several exemptions, including emergency food aid and HIV treatment, which support tens of millions of people outside the United States.
